The Delaware Prescription Opioid Settlement Distribution Commission (POSDC) is an independent, collaborative group of Delaware leaders, policymakers, and public advocates.
The POSDC is charged with:

<li>Supporting efforts that implement effective treatment interventions, recovery support, and prevention services.</li>

This committee is charged with identifying and tracking the utilization of opioid-related treatment facilities and support services within the statewide opioid treatment system, identifying gaps in the system through gap analysis and other means, and making recommendations via periodic reports to the POSDC.

Behavioral Health Resources Committee

Evaluates and recommends behavioral health treatment, recovery, and prevention programs for funding.

The responsibilities of this committee include developing and proposing separate annual budgets for each Opioid Fund; monitoring, making recommendations, and periodically reporting to the POSDC on the income and expenses of the Opioid Funds, including compliance with any statutory or contractual cap on administrative expenses; and preparing an annual report for the POSDC.

Oversees the financial management, reporting, and fiscal accountability of settlement funds.

This committee will work collaboratively with the Public Outreach and Community Input Committee and the Behavioral Health Resources Committee to review available data to ensure a fair distribution of Opioid Funds to address the needs of underserved communities and marginalized populations within the state. It will also work with the Governance Committee to determine the efficacy of awards and other disbursements of Opioid Funds, and monitor and make recommendations periodically via a report to the POSDC and other standing committees.

Ensures that communities disproportionately impacted by the opioid crisis receive fair access to resources.

This committee shall have authority to and shall (a) develop and propose (i) ethics standards and training requirements for all Commission members and committee members, (ii) procedures to identify and address conflicts of interest, (iii) rules, terms and conditions, and guidelines or regulations to govern the application and approval process for grants and other distributions from the Opioid Funds, and (iv) other policies, procedures or regulations that are necessary or appropriate to help ensure that the Commission and its committees adhere to best practices and applicable provisions of the Delaware Code and other applicable laws and regulations, and (b) monitor, make recommendations and periodically report to the Commission.
