GrantsHow We Fund Opioid Abatement Strategies: Three Distinct Grant Programs
We distribute funding through three programs. While each path works differently, every project must be reviewed for alignment with the settlement agreement and approved by public vote.
Annual Community Grants
Open to nonprofits, state agencies, and local businesses. A diverse panel of experts score each application to ensure fairness, focusing settlement funding on the Delaware ZIP codes and communities hit hardest by the crisis.
Local Government Grants (Data-Driven)
A dedicated funding pool reserved for Delaware’s three counties and seven specific towns that participated in the settlement agreement. Settlement funds are calculated from a data formula based on local overdose and health statistics. Local leaders then submit plans to fulfill their specific needs.
Opioid Impact Fee Grants (Community-Led)
Launching in 2027, this program will be funded by a separate state account — the Opioid Impact Fee Fund. Currently being designed, it will be shaped entirely by the direct voices, needs, and experiences of those most affected by opioid use.
