Noncompetitive (nonpublic)
The Local Government Grant Program is an annual initiative providing noncompetitive, formula-based funding directly to Delaware’s eligible jurisdictions. Each year, local governments receive 15% of the total annual grant distribution allocated by the Commission. By offering this predictable stream of settlement resources, the program empowers local leaders to implement evidence-based prevention, treatment, and recovery strategies tailored to their community’s specific needs.

Participation in this program is strictly governed by the Delaware ROADS MAP Agreement. Unlike competitive grant cycles, this program is exclusively available to 10 recognized subdivisions:
Eligible Counties: New Castle, Kent, and Sussex.
Eligible Municipalities: Wilmington, Newark, Middletown, Smyrna, Dover, Milford, and Seaford.
Formula-Based Allocation: Individual allocations are determined by a data-driven formula weighing overdose rates, treatment admissions, social vulnerability, and population size.
Local Authority: While Commission staff conducts a technical review for compliance, the local government subdivision retains the final authority to select and prioritize which projects move forward for a Commission vote.
Strategic Partners: Local governments may complete applications directly or designate third-party partners to implement projects on their behalf.
Compliance: All funds must supplement, not replace, existing funding. Recipients must align with OARS (Opioid Abatement and Remediation Strategies) requirements and participate in regular financial and programmatic reporting.
